MEETINGS OF THE STATES IN 2022

REPORT
The Privileges and Procedures Committee (PPC) is required to fix dates for States meetings for the following year no later than the end of September each year. Following a decision taken by PPC a number of years ago, the dates are drafted as far as possible to avoid meetings during any school holiday periods. In 2022, School term dates are as follows –
• Spring term: 4th January to 8th April (half term 21st to 25th February)
• Summer term: 25th April to 20th July (half term 30th May to 3rd June)
• Autumn term: 5th September to 20th December (half term 24th to 28th October)
Standing Orders 3 and 4 provide that –
3 Sessions of the States
- There shall be 2 sessions of the States in each year during which they shall meet;
- The 1st session shall start on the 3rd Tuesday in January and end no later than the last Tuesday in July;
- The 2nd session shall start on the 2nd Tuesday in September and end no later than the 3rd Tuesday in December.
4 Planning days for meetings of the States
- The PPC shall, no later than the end of September in each year, present to the States a list of days for meetings of the States in the 1st and 2nd sessions in the following year;
- Ordinarily, a meeting day is a Tuesday;
- The list may include continuation days.
As required by Standing Orders, the first meeting of 2022 will be on 18th January which is the third Tuesday of January.
Following the decision made by the Assembly at its meeting of 15th September 2021 to adopt P.74/2021 (States Meetings in 2021: Move to a Three weekly cycle') and move to a 3 weekly meeting cycle on a permanent basis in 2022, the meeting dates are detailed as an Appendix to this Report. School holidays have been avoided where possible and the dates provide for 15 meetings (plus Liberation day). It is anticipated that the permanent move to 3 weekly meetings would include Friday as an additional continuation day.
The 3 weekly cycle avoids the Spring half term (21st to 25th February) and on Monday 14th March, the Island Plan debate will begin. The States sitting for the Island Plan

debate has been afforded a number of additional continuation days. After the Easter holidays (11th to 22nd April), the States will meet on 26th April. The States will then meet on Liberation Day, which falls on a Monday in 2022.
Following the adoption of P.66/2021 (Draft Amendment (No.53) of the Standing Orders of the States of Jersey') Standing Order 7 defines the proroguing period as commencing one week before the week in which nominations are announced (18th May) until election day which, in 2022, will be held on Wednesday 22nd June. As the purdah' period prevents any States meetings from taking place after 3rd May 2022, it is proposed that the last meeting of the old' States should begin on Tuesday 26th April 2022.
As required by Standing Orders of the States of Jersey, the first meeting of the second session will be on the second Tuesday in September, namely 13th September 2022. The meetings will continue until the final meeting of 2022, which will commence on 13th December 2022. The schools break for Christmas on 20th December 2022.
The first meeting of 2023 will be on Tuesday 17th January 2023.
