REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

£200,0001 per annum was allocated to JHA in the Government Plan 2020-2023 to provide extra resources to administer the reduction of the GST de minimis waiver, originally due to be introduced in July 2020 but now implemented from 1st October 2020. JHA and CLS have agreed that part of the funding is to be transferred to CLS to enable the recruitment of two permanent and one fixed term contract Customer Service Advisors as much of the additional work arising out of the reduction of the de minimis waiver will be managing customer interaction and enquiries. Customs and Immigration staff who were previously based at CLS are being returned to their substantive roles within JHA.

The Minister approved the following transfers from the Justice and Home Affairs (JHA) Head of Expenditure to the Customer and Local Services (CLS) Head of Expenditure:

£7,100 non-recurring in 2021

£85,100 recurring from 2021 onwards

2 FTE from 2021 onwards.

1 The allocation has now been reduced by £50,00 to £150,000 as part of the Rebalancing Programme.

Resource Implications

The JHA head of expenditure will decrease by £92,200 in 2021 and the CLS head of expenditure will increase by an identical amount. The approved FTE of CLS to increase by 2 FTE and the approved FTE of JHA to decrease by an identical amount.

This decision does not change the total amount of expenditure approved by the States in the Government Plan for 2021-24 and the recurring transfer of £85,100 will be reflected in the next Government Plan 2022-2025.
