REPORT

Under Article 14 of the Public Records (Jersey) Law 2002, the Minister for Economic Development, Tourism, Sport and Culture is responsible for the appointment of five people to serve on the Records Advisory Panel and for advising the States of those appointments.  The  Minister  is  also  responsible  under  Article  14  of  the  Law  for appointing a Chair from the members of the Panel.

The terms of office of the current members of the Records Advisory Panel expire on 15th January 2022.

Following an open appointments process, involving advertising of the forthcoming vacancies and formal interviews, the Assistant Minister for Economic Development, Tourism, Sport and Culture with responsibility for culture, arts and heritage – acting under delegated powers - has re-appointed the following two members of the Records Advisory Panel for a three-year term:

Anne Harris Marie-Louise Backhurst

In addition, three new members have been appointed to join the Records Advisory Panel to replace members who are retiring. They will each serve a four-year term:

Catherine Kirby Matthew Swan Clive Jones

Following the recommendation of the interviewing panel, Mrs Harris been appointed to be the new Chair.

Catherine Kirby

The first Islander to qualify as an archivist, soon after the decision was made to create a professionally run archive. She worked at the Jersey Archive Service for seven years, up  until  2001.  For  the  past  11  years,  Mrs  Kirby  has  been  a  freelance  archivist undertaking a variety of projects for individuals and organisations.

Matthew Swan

Advocate Swan was called to the Jersey Bar in 1999. He was a partner at a leading Jersey law firm between 2001 and 2015, heading their European banking and finance group and acting as the managing partner of the Jersey law firm. He has also been qualified as a lawyer in England and Wales, and Cayman. He has also acted as a consultant for another leading Jersey law practice. Currently, he is a member of the Jersey  Police  Complaints  Authority,  a  commissioner  of  the  Jersey  Gambling Commission, a commissioner of the Jersey Law Commission and an advisor for Citizens Advice Jersey.

Clive Jones

Since his retirement in mid-2007, Mr Jones has been non-executive chairman of a statutory regulatory authority. He has also held non-executive directorships with an international intellectual property management and legal process outsourcing company and a Scandinavian private equity investment company. He recently served on the boards of an infrastructure feeder fund and a listed collectibles company. He is also the vice-president of the Jersey Society for the Prevention of Cruelty to Animals and a Board member of the Institute of Tourist Guiding, London.
