REPORT

On 12 September 2023, the Chief Minister made a Ministerial Decision delegating certain of her functions under Articles 28, 30 and 30A of the States of Jersey Law 2005 (see Decision reference MD-CM-2023-570, available at www.gov.je).

The terms of the delegations, and the legislation under which those delegations were made, were recorded in a Report attached to the Ministerial Decision, as shown below –

Following  the  adoption  of  the  Official  Analyst  (Jersey)  Law  2022  by  the  States Assembly  on  25  April  2022,  the  Chief  Minister  was  required  to  commission  an independent evaluation of Article 3 of the Law. On 27 October 2022 (MD-CM-2022- 667) the Chief Minister commissioned Marbral Advisory to undertake the evaluation, who recommended that authority for matters pertaining to the professional and personal conduct of the Official Analyst should be delegated to the Assistant Chief Executive Officer – People, Policy and Digital. This includes responsibility for the appointment, dismissal and suspension of the Analyst. In line with this recommendation, the Chief Minister has decided to delegate responsibility as follows:
