REPORT
P.56/2020 Putting Jersey businesses first (as amended) required the Minister to "present an annual procurement report to the States Assembly detailing expenditure by the States of Jersey of the top 100 Suppliers by value across goods and services, identifying those with an on-island presence, from off-Island suppliers".
The table below shows the expenditure for the top 100 suppliers in 2022. This amounts to £218,664,923 in comparison to 2021's spend of £239,133,979.
Work concluded with RokFCC, the joint venture party leading the Our Hospital Project; investment into the New Healthcare facilities programme will look to target more construction activity to the on-island supply chain acknowledging certain competencies will still be required from the off-island suppliers. Likewise, the development of le Quennevais by RoK Construct (2017) Limited will conclude 2023 as the building will be complete.
The recent Financial Recovery Programme is focussed upon outsourced servicers such as Holt Doctors and a continued drive to isolate "value for money" has identified the need to review in depth various professional service commitments.

Progress on the other P.56 requirements:
P.56/2020 (as amended) also agreed that other improvements should be made to "support the Island's social and economic recovery from the Covid-19 crisis by seeking to maximise the amount of goods and services that the States of Jersey procures from on-Island suppliers where it is legal and practical to do so". The following paragraph summarises the progress made.
The Government of Jersey has developed its Social Value Standard as part of the commercial transformation activities. This Standard covers the wider economic, social and environmental impact of Government's commercial activity and how it benefits our Island and our people. It also looks at how potential barriers to entry for on-Island, Micro-Small and Medium Enterprises (MSMEs), not-for profit and Voluntary, Charity and Social Enterprises (VCSEs) can be reduced.
The Social Value Standard sets out key principles and values, the Government's Social Value approach and the additional benefits that can be delivered through Social Value. As a result, the Government is encouraging the consistent consideration of Social Value and sustainability, alongside quality and price, throughout its commercial processes, particularly when evaluating bids, to ensure that the best value for money is obtained in the round for our whole Island community.
The Social Value approach makes a strong commitment to sustainable wellbeing and aligns with both the Jersey Performance Framework and the United Nation's Sustainable Development Goals (SDGs).
A Community of Practice has also been established with members across Government of Jersey, with four meetings held in 2022, in collaboration with local charities and social enterprises. The aim of the workshops is to share best practice, market trends and insights related to Social Value and sustainability from both the Island and external organisations.
Commercial Services are fully committed to continuously improving the Government's Social Value approach, which we have continued to do throughout 2023.

Conclusion
Spend continues to be predominantly on island, making up 62% of the top 100 suppliers spend. The top three sectors utilised remain the same as in 2021, however Health and Community care has moved down to second place with the reduction in COVID related work. These three sectors make up 84% of spend within the top 100 suppliers, an increase of 7% from 2021.
