REPORT
Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that he has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.
Background
The Cabinet Office is restructuring its Soft Facilities Management SFM' provision to create a single soft facilities team by bringing facilities staff from the various departments under one umbrella. The aim is to establish Soft Facilities as a centre for excellence under the Cabinet Office, providing a professional framework and the opportunity to progress through a clear career path as well as establishing continuity of best practice in our governance.
A group of employees have been identified whose roles are significantly aligned to Soft FM, that are proposed to transition to the new team. There will be some changes to their daily routines and activities in the short term, evolving to further opportunities and responsibilities as the new Office Modernisation project takes shape and training is completed. Changes would bring all roles closer in line with each other, allowing for greater resilience as well as development opportunities for the individuals.
This reorganisation will allow better use to be made of the resources available, to provide a more efficient and effective service across Government and allow staff to enjoy a logical career advancement in a Facilities centre of excellence. Additional training and recognised courses will be provided to enable progression
