Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.
Background
From 1 January 2025, Public Health will transfer from the Cabinet Office (Strategic Policy, Planning & Performance (SPPP)) to Health and Care Jersey. Simultaneously, Strategic Health Policy will transfer from SPPP's Policy team into Health and Care Jersey.
This is in accordance with a decision by the Minister for Health and Social Services, which was confirmed in early December 2024.
During October and early November 2024 Deputy Tom Binet , Minister for Health and Social Services ("MHSS") consulted key stakeholders on proposals to develop a more integrated health and care system for Jersey, following a presentation to Council of Ministers in July 2024.
A restructure of key health and care functions, including Public Health and Strategic Health Policy, Health and Care Jersey, is the outcome of this consultation. The restructure aims to address the historic issues caused by Government's health and care functions sitting in multiple Departments and being the responsibility of different Ministers. From 1 January 2025, many of those functions will be brought together into a single Department - Health and Care Jersey. This will include public health, health

policy, community development, hospital, mental health, adults social care and community care services. Health and Care Jersey will work to protect and improve the health and wellbeing of local people by working to embed health promotion and disease prevention and improve the effectiveness of all health and care services, not just government services.
