It is difficult to estimate with any certainty the additional costs associated with the extension of a transcription service to Scrutiny Committees since this will be dependent upon the frequency of meetings. Based on the assumption that on average a Scrutiny Committee would meet 15 times a year and that there will be four Scrutiny Committees (including the public Accounts Committee), the additional annual costs of extending the transcription service is estimated at £65,000.
The Finance and Economics Committee is unable to comment on the other financial implications of the proposition in the absence of a proposed remit for Scrutiny Committees which will be included in the implementation plan shortly to be presented by the Policy and Resources Committee. In particular, it is unknown how the powers of scrutiny Committees will differ from those of a Committee of Inquiry and it is therefore not possible at this time to quantify any additional costs associated with proposition (e).
