The proposition has no implications for States manpower other than that, if the Harbour becomes a trust Port, there will be a reduction of 98 permanent and up to 50 seasonal employees in the headcount of total employees employed by the States. Th States are aware that the Human Resources Committee does not include the headcounts of the Trading Committees in its six- monthly Manpower Reports.
The proposition charges the Harbours and Airport Committee to bring forward for approval by the States in 2003 detailed proposals and draft legislation to give effect to proposals, prepared in consultation with the Human Resources Committee, on the terms and conditions under which the staff might transfer to the new body.
