The Human Resources Committee is pleased to note that the report suggests that the implementation of the proposals will bring a substantial saving in terms of finance and manpower. The Committee further notes that the actual nature and extent will be explored in more detail by the Chief Executive and the departmental directors in the transitional period leading up to the introduction of a ministerial system.' As commented on previous propositions regarding the Machinery of Government, the Committee considers that a detailed implementation plan should be expressly designed which will result in staff savings, particularly at senior levels and where common areas of functionality exist. It considers that it is, therefore, vital that effective redeployment, voluntary redundancy and voluntary early retirement schemes continue to exist.
