The Finance and Economics Committee considers that the Agreement represents a reasonable settlement when taking into account the costs associated with continuing legal proceedings. Whilst the Committee considers the States has a strong case, the magnitude of the value of land at risk is very substantial. This agreement removes all of the risks associated with litigation.
