COMMENTS
The principle of using proceeds from parking charges as a means of providing funds for transportation initiatives was supported by the States in 1999 when it approved the Sustainable Island Transport Policy. Presently, the Environment and Public Services Committee can only set public parking charges at a level which will ensure that the costs of providing the parking service are met. If the changes to the law and P.147/2004 are approved, further income can be raised that will improve overall transportation services. This will allow development of integrated transportation services; a goal that is unlikely to be achieved if the non-car parking aspects of transportation have to compete for scarce public funds.
The Committee is committed to producing a revised and deliverable Traffic and Transport Plan that will include Public Parking and proposals for the future of public transport in the Island. To deliver this plan in an acceptable timescale a number of senior officers in the Planning and Public Services Departments have been taken off-line and instructed to devote all of their time to deliver this most important piece of work. Both Residents' Parking and bus services in and around the town area will be addressed in these documents. As part of the proposals to deliver an improved public bus service, Connex are proposing some alterations to certain routes in order to provide a better service to the town centre however, these changes cannot be implemented until the Union Street works are complete. The Committee wants to see how these changes improve access to the town centre before considering the introduction of any new services. The Committee cannot support any further delay in securing this much needed additional funding for existing and future transport initiatives.
The Committee does not support the amendment.
