COMMENTS
The Environment and Public Services Committee is attempting, in Projet P.199/2004, to deal with an urgent issue which has for far too long been shuttled ineffectually between Committees.
The issue is that: (a) Members have a need to park, often for indeterminate periods of time, in order to attend meetings; (b) the Island site will no longer be available for this purpose after the end of this year; and (c) there is a strong perception in the community that Members are in receipt of adequate remuneration and expenses to allow them to fund that requirement themselves, rather than receiving a perk' at the taxpayers' expense.
The question of free parking for States' employees is clearly a separate one for the Policy and Resources Committee to consider, as the principal employer. The Environment and Public Services Committee has, it believes, produced a practical proposal to deal with the narrower issue of parking for Members from 2005 onwards, and would strongly urge the Assembly not to be lured into inaction by an amendment which seeks to delay resolution of the problem at hand until after the far more complex issue of employees' parking has been considered.
