COMMENTS
The Policy and Resources Committee does not consider that it would be appropriate to hold a referendum in this context, as it believes that the issues are too complex to be reduced down to just 3 questions. Many of the issues relating to the composition and election of the States Assembly are inter-linked, and the questions might therefore result in answers that are incompatible.
In addition, the Committee does not believe that now is the appropriate time at which to hold a referendum, and it recommends that it would be better to revisit the issue once the ministerial system has come into effect. For the present, we should be concentrating our attention and resources on the smooth and effective introduction of ministerial government, together with a system of scrutiny.
The Committee therefore does not support this proposition.
