At its meeting on 4th February 2004, the Economic Development Committee decided to transfer administration of the property portfolio of the former Agriculture and Fisheries Committee, including Warr en Farm, to the Environment and Public Services Committee. There was, and still is, no identified use for the property within the States' property requirements, and the Department of Property Services has advised the Committee that a significant sum of money needs to be spent to bring it up to a habitable condition. A report presented to the Economic Development Committee by Property Services in February 2004 estimated repairs to be in the region of £360,000 to £420,000 and the Committee does not have this level of funds available. In transferring the property it was also decided to recommend that Warr en Farm be sold, but to retain the surrounding agricultural land and, of course, the headland upon which the war memorial is placed.
On 7th June 2005 the States agreed to create a new department to be known as States of Jersey Property Holdings under the Finance and Economics Committee and its successor Ministry. The task of this new department is to develop a modern and innovative approach to the management of property to provide greater benefit to the States and people of Jersey.
The Economic Development Committee now intends to bring a proposition to the States Assembly to transfer the property portfolio of the former Agriculture and Fisheries Committee, including Warr en Farm, to the Environment and Public Services Committee.
It will be for States of Jersey Property Holdings to consider the future of Warr en Farm.
The Economic Development Committee opposes the proposition on the basis that it is better for States of Jersey Property Holdings to look more carefully at the background to the purchase of the land, the covenants relating to the property and explore all other possibilities and lay all the relevant facts before the States Assembly for members to make a decision.
