The Council supports parts (a) and (b) of the proposition, and recognises that it is important that all options for the use of the site should be thoroughly explored.

The Council recommends that debate on part (c) of the proposition should be deferred, as approval could place the Minister for Planning and Environment in a difficult position in the event of an extended delay in considering the current planning application. In any event, the Council anticipates that the work of examining the options, as proposed in part (b), should be completed in sufficient time to inform the Minister's consideration of the application.
