COMMENTS

I accept this proposition on the basis that funding is already available, the work required is already underway and the timescales proposed are little different from those that are already planned.

Provision for funding research into the Social Security Fund exists within the Social Security (Jersey) Law 1974 and there is, therefore, no need to transfer money from the Chief Minister's Department or re-prioritise its budget. My Department is committed to help in any way with this research.

A  considerable  amount  of  work  is  being  undertaken  at  the  moment  on  a  Fiscal Strategy which includes, amongst many other matters, consideration of the future funding of Social Security and supplementation. It is important that there is overall co- ordination in this strategy and that any individual issues are not dealt with in isolation of one another. The timescales for the delivery of the Fiscal Strategy are the same as those that Deputy Southern describes in his proposition.

The Minister for Social Security endorses these comments.
