COMMENTS
The Council of Ministers agrees with the proposition lodged by Deputy Trevor Pitman to the extent that Ministers believe that a targeted and joint strategy is necessary to deal with young offenders and youth crime. The Council, however, supports the comments of the Minister for Home Affairs in his belief that the establishment of a working group would give rise to unnecessary duplication, and would inhibit the ability of the respective Scrutiny Panel Members to scrutinise subsequent Executive policies.
Moreover, the Council is of the belief that the matters arising in Deputy Pitman's proposition are already under consideration by the Children's Policy Group. These new governance arrangements for children's matters give high priority to youth offending, and the complex issues involved are being taken forward in a co-ordinated manner by the Departments responsible.
For these reasons, the Council of Ministers believes that the proposition should be rejected, but acknowledges that it will be vital for a range of views to be considered in the process of developing policy where youth offending is concerned.
