Education and Home Affairs Scrutiny Panel: appointment of member

In  accordance  with  the  provisions  of  Standing  Order  125(1),   Deputy  Roy  George  Le Hérissier  of St. Saviour , Chairman of the Education and Home Affairs Scrutiny Panel, nominated Deputy Jeremy Martin Maçon of St. Saviour as a member of the Education and Home Affairs Scrutiny Panel.

There being no other nominations, the Presiding Officer declared that Deputy Jeremy Martin Maçon of St. Saviour had been duly appointed as a member of the Education and Home Affairs Scrutiny Panel.

States Employment Board: appointment of two members

In accordance with the provisions of Article 5 of the Employment of States of Jersey Employees (Jersey) Law 2005, the Chief Minister nominated the Connétable of St. Lawrence and Deputy Deborah Jane De Sousa of St. Helier as members of the States Employment Board.

The Deputy of St. Martin was nominated by Deputy Roy George Le Hérissier of St. Saviour .

Health and Social Services Department: Management Improvement Plan P.31/2010

THE STATES, adopting a proposition of Deputy Roy George Le Hérissier of St. Saviour , agreed to request the Minister for Health and Social Services to prepare and present to the Assembly for information within 6 months of the date on which the recently appointed Chief Executive took up her post –

  1. a Management Improvement Plan for the Health and Social Services Department which, inter alia, provided a structure, and lead to a culture, which underpinned implementation of the recommendations of the Verita Report; and
  2. plans for the introduction of strengthened and credible whistle-blowing procedures and patient complaint procedures.

Jersey Financial Services Commission: appointment of Commissioner P.58/2010

THE STATES commenced consideration of a proposition of the Minister for Economic Development regarding the appointment of a Commissioner to the Financial Services Commission. The Presiding Officer, in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and, in pursuance of Article 3 of the Financial Services Commission (Jersey) Law 1998, appointed Advocate Cyril Edward Whelan as a Commissioner of the Jersey Financial Services Commission with effect from 1st June 2010 for a period of 3 years.
