The Council of Ministers welcomes the proposal to review the roles of some, if not all, unelected members of the States and supports in principle, subject to the necessary resources being made available, the Proposition of the Deputy of St.  Martin that an independent panel shall be appointed to conduct the review.

In view of uncertainty regarding the resource implications of the proposed review, it is considered essential that the required funding and manpower are estimated and that the review can only be carried out if appropriate resources are available. No available source of funds has presently been identified and finding the necessary funding of the magnitude anticipated within existing resources would be extremely challenging in the current economic climate. This proposal reflects an existing objective of the current States Strategic Plan, and the expenditure can hardly be described as unforeseen. It may therefore be more appropriate for funding to be sought as part of the 2010 Annual Business Plan if the principle of a review has been established.

The Council of Ministers would advise members that until a clear funding stream has been identified it would be premature to submit to the States for approval the terms of reference and names of the proposed Chairman and members of the review panel, and accordingly in supporting part  (b) of the Proposition will aim for, but cannot guarantee that this can be achieved, by 31st March 2009.
