COMMENTS

  1. The Council opposes this Amendment.

The Council is absolutely committed to the work that is done by the Youth Service, and  believes  that  it  provides  a  comprehensive  and  valuable  range  of  services  to children and young people, including youth centres, Youth Enquiry Service, Prince's Trust, etc. These services are inclusive by their nature, and are aimed at all categories of young people, including people with Special Needs.

In the report accompanying her amendment, Deputy Pitman has argued that giving statutory status to the Youth Service would help to give it funding protection, but the Council does not agree with this view – even if the States should pass a Law to state that there should be a Youth Service, this doesn't mean that a certain level of funding or resources will be guaranteed. It should be pointed out that there are many other services provided by the States which are also generally accepted as being extremely valuable but do not have statutory status.

There is a further difficulty in this proposal, in that it would entail bringing a new Law to the States, and yet the States has agreed in the recent past that it should aim to reduce the burden of legislation' (Regulatory Reform, or Red Tape Reform').

  1. The Council accepts this Amendment.

This  amendment  is  a  how'  rather  than  a  what',  and  would  therefore  be  more appropriate in the States Annual Business Plan or departmental business plan. In particular, the Council believes that the reference to the inclusion in PSHE is too detailed  for  a  strategic  document.  However,  the  Council  supports  the  specific reference to young people and will therefore accept the amendment.
