COMMENTS

(1)(a)  The Council accepts this Amendment.

On balance, the Council accepts this amendment, although it would wish to point out that sustainability is about more than the environment. It is the ability of a community to sustain itself environmentally, economically and socially and to maintain a balance between the three.

The  Council  also  wishes  to  point  out  that  the  need  for  environmental sustainability is already included as a key part of the Strategic Plan and is identified as one of the main priorities.

(1)(b)  The Council accepts this Amendment.

However, with the risk of structural deficit in the future, it must be recognised that a reduction in States spending will be a fundamental part its response to reforming the Public Sector.

Although all of the items in this amendment were included in the last Strategic Plan, it was at the initiative' or action' level – the how', not the what'. The Council is supportive, but all of these items are more appropriately included in the Annual Business Plan. Indeed, the Planning and Environment Department and Transport and Technical Services have had all of these items included as business objectives for the last 3 years.

1st bullet – A draft strategy is currently being developed for debate by the States. It is unlikely be ready for implementation before 2011 and will be subject to resource allocation.

2nd  bullet –  Whilst  the  Council  agrees  with  the  principle,  Currently  the Sustainable Transport Policy is being reworked and whilst it is intended to lodge the Plan for debate during 2009, implementation would be over a period of years and some elements would be subject to appropriate funding being in place.

3rd bullet – This report is being reviewed and revised in 2010 and will be brought back to the States for approval.

4th bullet –The Biodiversity Strategy for Jersey is already being implemented.

5th bullet – It is more appropriate for any report to the States to be submitted by the Minister rather than an officer and for this report to be published every 5 years to be more meaningful.

The  Council  undertakes  to  ensure  that  these  are  included  in  the  Annual Business Plan as appropriate.

The Council has lodged an Amendment to this Amendment which develops the new Priority 16 in the format of the rest of the Plan.
