COMMENTS

The Comité supports the proposition, which seeks a review of current legislation in relation to the riding of pedal cycles on the Island's roads or cycle tracks and a review of the need for pedal cycle registration, as it considers there are issues which need to be addressed.

However, the Comité considers that the purpose of a cycle registration scheme must be clarified. In his report, the Deputy of St. John refers to the inability to identify inconsiderate cyclists whose behaviour is not acceptable. However, some of the cycle registration schemes quoted were introduced for other reasons; for example to deal with theft and aid the recovery of stolen bicycles (Minnesota), and registration may be refused if the bicycle is in an unsafe mechanical condition (Anchorage).

The Comité considers that any scheme introduced should not be over-bureaucratic and must be capable of being policed; the cost of implementing and policing legislation and any cycle registration scheme must be clearly identified in the review.
