COMMENTS
The Minister for Treasury and Resources is concerned that the proposer does not believe there will be any financial or manpower implications for the States arising from this proposition.
Work carried out on behalf of the States Employment Board clearly indicates that there are potential costs arising for the States, in terms of employment of legal expertise, training for HR staff and external legal advice. These costs could amount to at least £500,000 per annum. The Minister feels it is only right that States Members are fully aware of this when considering this proposition. The Minister would remind Members that, in the 2011 Budget, the States set maximum total States expenditure of £690,200,000 for 2012 and £680,300,000 for 2013. The States needs to abide by its previously agreed expenditure limits. This would mean that approval of this proposition would require other important demands on resources to be displaced.
