THE STATES rejected a proposition of the Deputy of St. Martin to request the Minister for Social Security to bring forward for approval by the States appropriate amendments to Article 78A of the Employment (Jersey) Law 2003 to provide that, when an employer required or requested an employee to attend a disciplinary or grievance hearing, and the employee wished to be represented at the hearing, the employee should have the right to be represented by any person who the employee wished and not only by a trade union representative or another employee of the employer as at present; and to request the States Employment Board to amend the terms and conditions relating to the employment of all public employees to provide that in any disciplinary or grievance hearing relating to a public employee's employment, the employee would have the right to be represented at the hearing by any person who the employee wished to represent them.

Draft Policing of Parks (Amendment No. 3) (Jersey) Regulations 201- P.125/2011

THE STATES commenced consideration of the Draft Policing of Parks (Amendment No. 3) (Jersey) Regulations 201- and acceded to a request made by the Minister for Transport and Technical Services that the minimum lodging period in respect of his amendment to the Regulations be reduced in order that the matter could be considered as amended.

THE STATES adopted the principles of the Draft Policing of Parks (Amendment No. 3) (Jersey) Regulations 201-.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulation 1.

THE STATES, adopting Regulation 2, as amended, agreed that the Regulations should be cited as the Policing of Parks (Amendment No. 3) (Jersey) Regulations 201- and should come into force on 15th October 2011.

THE STATES, in pursuance of the Order in Council of 26th December 1851 and Article 92 of the Road Traffic (Jersey) Law 1956, made Regulations entitled the Policing of Parks (Amendment No. 3) (Jersey) Regulations 2011.

Jersey Financial Services Commission: extension of Commissioners' appointments P.129/2011

THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the extension of the appointment of the Commissioners of the Jersey Financial Services Commission. The Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and agreed that the term of office of the following Commissioners of the Jersey Financial Services Commission should be extended from the current 3 year term to a term of 5 years –
