COMMENTS

The  proposition  requests  that  the  Minister  for  Treasury  and  Resources  allocates £250,000 for the implementation of discrimination legislation for 2013 and beyond in the Annual Business Plan 2013 (or in any equivalent future expenditure plan that replaces the Annual Business Plan process).

The  Minister  for  Treasury  and  Resources  must  point  out  that,  as  the   Deputy acknowledges in his proposition P.115/2011 (School Milk: restoration of funding), in the 2011 Budget the States set a maximum total States expenditure of £688,300,000 for 2013. Funding for the implementation of discrimination legislation could therefore only be accommodated by displacing other expenditure of the States for that year. Such a decision is, of course, a matter for the States when considering the Annual Business Plan (or any equivalent future expenditure plan) for that year.
