STATES OF JERSEY
STATES MEMBERS' TRAINING (P.34/2011): COMMENTS
Presented to the States on 29th March 2011 by the Privileges and Procedures Committee
STATES GREFFE
2011 Price code: A P.34 Com.
COMMENTS
Induction training is provided to all States members shortly after they are elected. This covers a wide range of areas, including debating procedures, questions, propositions and etiquette and behaviour in the States Chamber. As Deputy M. Tadier points out in the report accompanying his proposition, specific question training is also provided to Scrutiny members.
It is reasonable to assume that, upon election to the States Assembly, a person should have a reasonable expectation that they will be required to make speeches as part of their rôle as a States member. While the Privileges and Procedures Committee (PPC) is content to investigate possible training options and programmes for States members, it does not consider that the cost of this training should be met from the Committee's budget. Should a member require training in speech-making, for example, the cost should be met by that individual member.
The in principle decision of the States on 3rd March 2011 to introduce maximum time limits for speeches is currently under consideration by PPC and the Committee has no comment to make in this regard (P.1/2011 refers).
