COMMENTS

The States has already agreed to establish an Electoral Commission to investigate and report on all aspects of the composition of the elected membership of the States Assembly, as well as the election and voting processes. In addition, the Chief Minister informed the Assembly on 3rd May 2011 that the Council of Ministers intended to lodge a report and proposition setting out draft terms of reference for an in-depth review  of  the  current  machinery  of  government  covering  matters  such  as  the responsibilities of the Council of Ministers, Ministers and Accounting Officers.

PPC sees merit in carrying out an investigation into the matters covered by Deputy M. Tadier of St. Brelade , however, it considers that any such investigation should either be covered by the Electoral Commission, or subsumed into the work to be undertaken under  the  machinery  of  government  review  being  proposed  by  the  Council  of Ministers.

In summary, the Privileges and Procedures Committee believes that any review of the current selection and appointment procedures under Standing Orders should be carried out as part of a coherent examination of processes. For that reason, the Committee is unable to support this proposition.
