COMMENTS
This proposition requests the Minister for Treasury and Resources, following consultation with H.M. Attorney General (AG) and other persons or bodies (including other Ministers) to consider a grant of £200,000 from the Criminal Offences Confiscation Fund (COCF) to the Freedom For Life Ministries to cover the one-off cost of refurbishing their Life Centre drop-in facility for ex-prisoners and other ex- offenders.
The Minister for Treasury and Resources considers this application for use of the COCF funding to be within the remit of the COCF, in that it supports measures which address the consequences of crime and criminal conduct. In accordance with Article 24(5) of the Proceeds of Crime (Jersey) Law 1999, the Minister has written to the AG through the office of the Treasurer of the States to seek his determination in utilising the funds for this purpose. If this Proposition is approved by the Assembly and the AG determines the utilisation of these funds as appropriate for the stated purpose the Minister will, in accordance with the COCF funding allocation process, request whether the Council of Ministers supports provision of a grant. The Minister can confirm that this grant would be affordable from within the current balance on the COCF.
