COMMENTS

The Deputy of Grouville 's proposition asks the States to agree that candidates for the offices of Chief Minister, Minister for External Relations and Minister for Treasury and Resources (or any Ministers under a revised ministerial structure fulfilling the functions currently undertaken by these Ministers) should be required to hold the office of Senator.

The Committee is of the view that the proposition re-opens the debate regarding the composition and election of the States. The Committee also considers that, if adopted, it would be unlikely that the required legislation would be able to be drafted, debated by the States, sanctioned by the Privy Council and brought into force in advance of the October 2014 elections.
