STATES OF JERSEY
PARISH RATES: PAYMENT BY THE STATES OF JERSEY (P.12/2017) – COMMENTS
Presented to the States on 22nd May 2017 by the Minister for Treasury and Resources
STATES GREFFE
2017 P.12 Com.
COMMENTS
The Minister supports the proposition of the Connétable of St. Helier (P.12/2017), which requests him to consult on, and bring forward for debate, proposals for the payment of Parish Rates by the States in 2018.
Notwithstanding the States' rejection of the detailed proposal to give effect to payment of rates, in P.113/2016 (Draft Finance (2017 Budget) (Jersey) Law 201-: Article 17), which would have amended the Rates (Jersey) Law 2005, the Minister believes the Assembly has already, on 2 occasions, given a clear mandate for this matter to be progressed –
- approval of amendment to the Strategic Plan; and
- approval of the Medium Term Financial Plan including payment of rates (and income).
The Minister intends to honour the mandate, and the re-issued Budget Statement 2017 (P.109/2016 as adopted as amended), following the debate on P.113/2016 states (on page 7) –
"Further work will now be required with the Connétable s during 2017 to agree how to progress the payment and funding of the States' payment of Parish rates.".
The Minister will not bring further legislative changes to the Assembly without sharing the draft wording of the legislative changes with the Connétable s, making changes to the draft wording as appropriate following that consultation process, which is underway.
