Manchester Terrorist Attack

The Bailiff , on behalf of all members, expressed sympathy for those who had been killed in or affected by the terrorist attack in Manchester on 22nd May 2017. The Bailiff advised the Assembly that a book of condolence had been opened in the Royal Court Building for members of the Public to sign and that he had requested that flags in the Island be flown at half-mast.

THE STATES, adopting a proposition of the Minister for Economic Development, Tourism, Sport and Culture entitled Jersey Sport: establishment' (P.21/2017), and referring to their Act dated 1st February 2011 in which they had approved Shadow Boards and Ministerial Boards: approval by the States' (P.170/2010), approved the establishment of Jersey Sport as an independent, grant-funded body, by means of a purpose trust named the Jersey Sport Development Trust, holding shares in Jersey Sport Limited, a company limited by shares in accordance with the attached Articles of Association'.

THE STATES, resuming consideration of the proposition of Deputy Geoffrey Peter Southern of St. Helier , adopted paragraphs (a)(ii) and (b) of the proposition and agreed that appropriate amendments should be made to Standing Orders to make new provisions in relation to the responses to oral questions to provide that answers given should address the content of the question being asked and be confined to the subject matter of the question, and if the presiding officer were of the opinion that the answer given failed to do so, he should draw the member's attention to these requirements in Standing Orders and ask the member to attempt to address the content of the question more directly; and requested the Privileges and Procedures Committee to bring forward for approval the necessary amendments to give effect to the proposals.

Jersey Employment and Discrimination Tribunal: appointment of Chairman and members P.28/2017

THE STATES, adopting a proposition of the Minister for Social Security entitled Jersey Employment and Discrimination Tribunal: appointment of Chairman and members' (P.28/2017), appointed, further to a process overseen by the Jersey Appointments Commission and in accordance with the Employment and Discrimination Tribunal (Jersey) Regulations 2014, the following persons as members of the Jersey Employment and Discrimination Tribunal, each for a period of 5 years to begin from the date of States' approval –

Regulation of care workers' employment standards P.29/2017

THE STATES rejected a proposition of Deputy Geoffrey Peter Southern of St. Helier entitled Regulation of care workers' employment standards' (P.29/2017) to request the Minister for Health and Social Services to

  1. remove  from the  Approved  Provider Framework ("APF") for home  care, agencies whose employment practices fell significantly below the standards applied to staff delivering care services fully funded by his Department, such as rapid response and palliative care teams;
  1. ensure that any future applicants to join the APF at least met the employment standards applying to staff delivering care services fully funded by his Department; and
  2. ensure that Regulations he planned to introduce under the Regulation of Care (Jersey) Law 2014 creating a framework for regulation of care services by the new Health and Social Care Commission included requirements for providers of personal and domestic care to apply employment standards at least equivalent to the standards applied currently to staff delivering care services fully funded by his Department.
