COMMENTS

The Minister for Housing, together with the Ministers for Home Affairs and Social Security, support Deputy M. Tadier of St. Brelade 's Proposition to safeguard the rights and  interests  of  families  with  children  in  respect  of  their  access  to  appropriate accommodation (P.31/2018).

Although legislation in this area will not, by itself, solve the housing issues experienced by families in Jersey, it will provide greater protection for tenants to make sure that the refusal of children as occupants of property is discriminatory, except on reasonable grounds.

Having discussed the matter, Ministers believe that the necessary legislative provision could be brought into effect through the Discrimination (Jersey) Law 2013. However, the proposed legislative changes and their potential impact need to be considered in the round  within  the  broader  programme  of  work  to  support  families  and  children. Accordingly, it is proposed that this work will be incorporated within the planning process for the Children's Plan in order to ensure that full and detailed consideration is given to the matter prior to legislation being developed and brought forward.

This will ensure that the relevant Ministers, including the Minister for Social Security and the Minister for Home Affairs, are involved in the development of proposals to safeguard the rights and interests of families with children in respect of their access to appropriate accommodation.
