COMMENTS

As mentioned in the report of Senator S.W. Pallett, accompanying his Proposition P.33/2019, the issue of the campervan community in Jersey wishing to enjoy their motorhomes on-Island, as well as travelling further afield, has been ongoing for some years. But the current provisions of the  Planning and Building (Jersey) Law 2002 prohibit the use of a campervan/motor caravan for habitable purposes.

The Comité des Connétable s would welcome consultation with the Minister for the Environment about motorhome/campervan use in Jersey, but considers that this must be undertaken as part of the forthcoming Island Plan review. This is the appropriate setting in which to consider motorhome/campervan use for habitable purposes in the Island and, if deemed appropriate, to determine policy guidelines and a scheme, including fees.

Pending the outcome of this review, the parking limit of 12 hours in any 24-hour period introduced by the Minister for Infrastructure (see MD-T-2019-0009 and R&O.23/2019) should remain, as this applies the same parking limits for all car-parks in St. Ouen 's Bay, and ensures that all residents and visitors may have access to enjoy the amenities of this part of the Island.
