COMMENTS

Deputy M.R. Higgins of St. Helier proposes the following in P.71/2019 Amd.(8)

PAGE 3, NEW PARAGRAPH (i) –

After paragraph (h), insert the following new paragraph (i) and re-letter the remaining paragraph accordingly –

"(i)  to  agree  that  the  Justice and  Home  Affairs  Department  should

increase  the  annual  funding  for  the  Island's  4  cadet  force organisations to £20,000 each for the years 2020 to 2023; and".

The Council of Ministers accepts this amendment.

The Council of Ministers has considered Deputy Higgins' amendment and agrees with the principle of increasing funding to the 4 cadet forces. While the cadet forces are in reasonably good financial health, the Minister for Home Affairs believes that it would be sensible to increase funding in 2020. The Minister would at the same time ask his officers to review the finances of the cadet forces during the first half of 2020 to inform the level of funding for the rest of the Government Plan (2021–2023).

Financial and manpower implications

The additional money set out in this amendment – £40,000 – would be found from within existing resources.
