COMMENTS

The Council of Ministers opposes this proposal and urges States members to reject the Amendment.

Conclusions

A 2020 commitment is already in place in the Government Plan to financially support an extension to the Pilot scheme during 2021. The Council of Ministers has already prepared for an extension to this Pilot given the disruption caused by COVID-19 (i.e. through to the end of the autumn term 2021) and the budget for 2021 is sufficient to support this.

Funding is already established in the Government Plan for preventable diseases, which includes a commitment to scaling up a primary school meals service and support an extension across primary schools if viability is established through the pilot scheme.

Within the total funding for years 2021-2024, preventable diseases covers initiatives to improve wellbeing, and support islanders to live healthier, more active and longer lives. Plans include allocations to support: Primary School Meals (CYPES), Breakfast Clubs (SPPP), Healthy Start Programme (SPPP) and Food Dudes (SPPP). The breakdown of funding from the Government plan and allocation to CYPES is as follows:

The pilot needs to be completed first so that enough data and project information is obtained  to  support  informed  future  decision  making,  relating  to  the  following operational areas:

In  2021,  continued  delivery  of  the  pilot at  Janvrin  and  Samares  schools. Expansion of the pilot to include St Luke's Primary school in January 2021. Further consideration to be given to the inclusion of a fourth school before year end 2021.

What a future food service delivery model might look like; how it can be successfully  scaled  up;  and  how  it  could  be  implemented  with  a  better understanding of logistics and delivery timescales.

Given that primary schools do not have the catering/kitchen facilities to fully implement  this  service  presently,  consideration  to  given  to  the  schools'

requirements and facilities involving the fit out of 21 primary schools, including site condition surveys, plans, furniture, fittings and equipment (FF&E) and associated costs.

Identification of staffing levels, resource requirements, job roles, training and development and associated head count costs. Followed by recruitment and induction.

Working with Commercial Services to agree a fair and transparent process relating to the procuremet of future services (considering exemption, extension of the existing pilot or formal tendering processes, as required).

Working with Customer and Local Services in relation to how income support is paid and how this might impact on the implementation of a subsidised /free school meals service (with consideration given to the option of means testing.)

Ensuring  good  departmental  and  corporate  governance  measures  and  all associated risks and issues are considered.

Finally, regardless of any amendment to the Government plan or additional funding, neither the department nor any local service provider would be able to deliver an Island- wide fully equipped and operational service in the suggested timescales by the start of the September term 2021.

Financial and Manpower Implications

The financial implications of this amendment, if approved, would be that Children, Young People, Education and Skills (CYPES) head of expenditure would increase in 2021 with a corresponding decrease in the Covid- Response head of expenditure.

There are no manpower implications.
