COMMENTS
The Council of Ministers opposes this proposal and urges States members to reject the Amendment.
Conclusions
• Funds allocated from the Criminal Offences Confiscation Fund (COCF) are agreed by the Attorney General and are allocated only if they meet the criteria as defined in the Proceeds of Crime (Jersey) Law 1999.
• The use of funding from the COCF to fund a new and purpose built Firearms Range to enable the States of Jersey Police to train their firearms officers in a range of firearms tactics, as determined by the College of Policing, was proposed to the Attorney General in September, and was agreed as meeting the defined criteria on 11 September.
• The creation of a new Cadet facility would not meet the defined criteria for the COCF.
• Justice and Home Affairs (JHA) under the lead of the Minister for Home Affairs have been working with the Sea Cadets to secure a venue to operate from as Fort Regent is unsuitable. They are moving into the old Police HQ in Rouge Bouillon and over £200,000 is being invested to make the premises fit for their temporary use.
• Further discussions are taking place to explore the type and most appropriate building and premises required on a more permanent basis. The Minister for Home Affairs has committed to working with the Minister for Infrastructure to finding a solution which be included in the 2022 Government Plan a bid for funds in support of this.
• The need for a firearms range arises as the current arrangement, wherby States of Jersey Police must travel off island to receive much of their required firearms training, comes at a significant annual cost and is not without risk, both in terms of police resilience and the maintenance of high standards.
• A new purpose built range will allow the States of Jersey Police to continue to keep the Island safe without incurring the cost and operational challenges of off island travel.
