COMMENTS

Purpose of the Proposition

P.141/2020 "Channel Islands Lottery: Allocation of 2019 Proceeds" was lodged on 21st October 2020 by the Minister for Economic Development, Tourism, Sport and Culture ("the Minister") and is due to be debated on 1st December 2020.

P.141/2020 asks the States to approve allocating £1,388,268 from the 2019 Channel Islands  Lottery  proceeds  to  the  Jersey  Community  Foundation  (JCF)  and  the Association of Jersey Charities (AJC). The proposal is that the funds would be divided equally between the two organisations, subject to the signing of a Service Level Agreement.

It is intended that the JCF will develop sector specific groups in order to provide guidance when considering applications from within the arts, culture and heritage, and sports sectors. The AJC, will continue to support a number of Jersey registered charities, including well-known community organisations and smaller good causes.

The Panel received a briefing on the proposition on 26th November 2020 from the Minister for Economic Development, Tourism, Sport and Culture and Government Officials.

Panel concerns

The report to the proposition includes a proposal to allocate the 2019 proceeds on the following basis:

50% to registered charities (via the AJC) 30% to arts, culture and heritage (via the JCF) 20% to sport and active lifestyle (via the JCF)

The Panel is concerned that the wording detailing the percentage splits between each sector has not been included within the actual proposition itself. Therefore, the only guarantee is the 50/50 split between the AJC and JCF, rather than the breakdown of allocations between each sector (30% for arts, culture and heritage and 20% to sport and active lifestyles).

The Panel therefore suggests that the percentage split between sectors is included within the Service Level Agreement for the JCF. This would ensure that the allocations made between the sectors are in line with the proposition.

The Panel received an early copy of the SLA with the AJC but has not received the SLA with the JCF. The Panel would encourage the Minister to circulate both SLAs to Members before the States debate.

The Panel understands the reasoning behind  P.141/2020 and, in the event of the proposition being approved by the Assembly, anticipates that propositions as to future allocations of lottery proceeds might be brought in similar terms.
