THE STATES resumed consideration of the proposition of the Privileges and Procedures Committee entitled Composition and Election of the States: Proposed Changes' (P.139/2020), as amended, and, adopting the proposition –
- agreed that it should establish an Assembly of 49 Members, 37 elected from 9 districts, each choosing a number of representatives based on population, plus the 12 Parish Connétable s, and to replace the current Schedule 1 to the States of Jersey Law 2005 as follows –

- agreed that an independent Boundaries Commission should be established to begin work after the 2022 elections to make recommendations to ensure that the 9 districts remained compliant with the principles cited in paragraph (a), comprised of a Chair and 3 other members from outside the Island and of 3 Jersey residents, all with relevant skills and experience, and requested the Privileges and Procedures Committee to take the necessary steps to identify, through a process overseen by the Appointments Commission, the proposed membership of the Commission for subsequent approval by the Assembly;
- requested the Privileges and Procedures Committee to bring forward for debate the necessary legislative changes to alter the composition of the Assembly and create an independent Boundaries Commission in time for the 2022 elections; and
- requested the Privileges and Procedures Committee to bring forward the following plans for implementation in time for the 2022 elections –
(i) the choice of None of the Above' to be automatically included as a ballot option in any States Assembly election where the number of candidates in a District or Parish did not exceed the number of seats available, with an appropriate formal consequence being provided should this ballot option achieve a plurality of the votes cast.

THE STATES, adopting a proposition of the Chair of the Privileges and Procedures Committee, agreed that it would meet until 6.30 p.m.
Public Accounts Committee – appointment of member
In accordance with the provisions of Standing Order 123(1), the Chair of the Public Accounts Committee nominated the Connétable of Grouville as an elected member of the Public Accounts Committee.
There being no other nominations, the Bailiff declared that the Connétable of Grouville had been duly appointed as an elected member of the Public Accounts Committee.
CI Lottery: Allocation of 2019 Proceeds P.141/2020
THE STATES commenced consideration of a proposition of the Minister for Economic Development, Tourism, Sport and Culture entitled CI Lottery: Allocation of 2019 Proceeds' (P.141/2020) and, adopting an amendment of Deputy Gregory Charles Umberto Guida of St. Lawrence , agreed that the existing paragraph should be designated as paragraph (a) and the following new paragraph inserted –
"(b) to agree that the proceeds allocated to the Association of Jersey Charities should be distributed
solely to registered charities and that the allocation to the Jersey Community Foundation should be distributed on the following basis –
40% of the allocation to arts, culture and heritage; 40% of the allocation to sports and active lifestyle; and
20% of the allocation to applied science or applied research in the fields of engineering, biology, ecology, physics, chemistry or mathematics, provided that the funds are either to be used locally or for the direct benefit of Jersey, including any education from which local residents may benefit.".

THE STATES resumed consideration of the proposition of the Minister for Economic Development, Tourism, Sport and Culture, as amended, and, adopting the proposition agreed –
- in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £1,388,268, to the Jersey Community Foundation and the Association of Jersey Charities, divided equally between them, for onward distribution in support of the Island community; and
- that the proceeds allocated to the Association of Jersey Charities should be distributed solely to registered charities and that the allocation to the Jersey Community Foundation should be distributed on the following basis –

Jersey Heritage Trust: Amendments to Constitution P.142/2020
THE STATES commenced consideration of a proposition of the Minister for Economic Development, Tourism, Sport and Culture entitled Jersey Heritage Trust: Amendments to Constitution' (P.142/2020) and, adopting the proposition, referred to their Act dated 25th May 1999 by which they had approved a new constitution for the Jersey Heritage Trust (the "Constitution"), and to their Act dated 8th July 2003 in which they had agreed that responsibility for the Trust should pass from the Finance and Economics Committee to the Education, Sport and Culture Committee, and to their Act of 19th November 2013 in which they had agreed certain further amendments to the Constitution, and as required at Clause 11.2 of the Constitution (as amended), consented to the Jersey Heritage Trust altering, amending, or varying the Constitution, in the terms of the New Draft Constitution as set out in the Appendix to the report dated 15th October 2020.
