Appointment of the Viscount.

The Bailiff informed the States that under the powers invested in him by the Departments of the Judiciary and the Legislature (Jersey) Law, 1965, as amended, he had appointed Mr. Michael Wilkins to the post of Viscount, as of 1st November, 1981.

The following enactments were laid before the States, namely –

  1. Amendment (No. 2) to the Tariff of Harbour and Light Dues. R & O – 6979.
  2. Motor Vehicles (Driving Licences) (Amendment No. 6) (Jersey) Order, 1981. R & O – 6981.

Matters lodged.

The following subjects were lodged "au Greffe" –

  1. Establishment Committee Manpower Report. P.114/81.

Presented by the Establishment Committee. The States decided to take this subject into consideration on 3rd November, 1981.

  1. Draft Anatomy and Human Tissue (Jersey) Law, 198 . P.115/81.

Presented by the Public Health Committee.

  1. Proposition with regard to the supply of colostomy appliances. P.116/81.

Presented by Senator Richard Joseph Shenton. The States, having rejected the Proposition of the President of the Social Security Committee that the Proposition be referred to that Committee, decided to take this Proposition into consideration on 3rd November, 1981, immediately after the Public Health Report and Proposition, P.105/81.

West Park Café, St. Helier .

THE STATES acceded to the request of the Vice-President of the Tourism Committee that the Proposition regarding the lease of West Park Café, St. Helier (P.113/81 – lodged on 29th September, 1981) be considered on 27th October, 1981.

11 Simon Place, St. Helier .

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved  the  following  transactions  in land with New Ways Garage Ltd. on the basis of the public of the Island paying all legal costs –
  1. the grant to the Company of any rights enjoyed by the public of the Island over an area of land on the car park owned by the Company at 11, Simon Place, St. Helier , as shown hatched black on drawing No. 2691-3;
  2. the gift by the Company of a strip of land adjoining the car park, measuring approximately 10.52 square metres, as shown hatched red on the same drawing, on condition that the public of the Island constructs a block party wall to a height of 3 feet on the east side of the area of land in question;
  1. authorised the Attorney General and the Greffier of the States to pass the necessary contract with the Company.

Glasshouse Growers – temporary compensation.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee, approved an amendment to the scheme approved on 28th July, 1981, to provide a subsidy on oil used by commercial glasshouse growers in the production of their crops as follows –

  1. a subsidy of 6p a gallon of oil so used during the period 1st January, 1981 to 30th September, 1981; and
  2. a subsidy of 10.7p a gallon of oil used during the period 1st October, 1981 to 31st May, 1982.

Senator Mrs. Jane Patricia Sandeman declared an interest in the matter and withdrew from the Chamber.

Airport land – lease to La Motte Garages Ltd.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved the renewal of the lease of 1,080 square yards of land at the Airport, adjacent to the Quennevais Road, St. Peter , for car parking purposes, to La Motte Garages Limited, for a further term of 3 years commencing 1st July, 1981, at an annual rent of £4,320;
  2. authorised the Greffier of the States to sign the necessary agreement with the company;
  3. authorised the Treasurer of the States to receive the payments as they became due.

Fort Regent: amalgamation of votes of credit.

THE STATES, adopting a Proposition of the Fort Regent Development Committee, authorised that Committee to amalgamate the undermentioned capital votes of credit –

  1. C.1207 – Covered Walk Escalators – Main Reception £45,000;
  2. C.1209 – Extension of Reception Facilities £20,000;

into a single Capital Vote of Credit – C.1209 – Extension of Reception Facilities of £65,000.
