Senatorial election

The Bailiff congratulated those who were successful in the senatorial election.

Policy Advisory Committee – vacancy in Presidency.

In accordance with Article 28(3) of the States of Jersey Law, 1966, the Bailiff gave notice that there was a vacancy in the office of President of the Policy Advisory Committee.

Policy Advisory Committee – appointment of President.

THE STATES, on the proposition of Senator Ralph Vibert , appointed Senator Reginald Robert Jeune as President of the Policy Advisory Committee.

Matters noted – land transactions.

THE STATES noted an Act of the Finance and Economics Committee dated 4th November, 1981, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

  1. as recommended by the Public Works Committee, the renewal of the lease to Mr. Roy Therin of a meadow at Rozel, measuring approximately 2 vergées, for a period of one year, with effect from 29th September, 1981, at an annual rent of £25;
  2. as recommended by the Housing Committee, with the support of the Island Development Committee the purchase from Mrs. Kathleen Mary Le Scelleur, née Cullinane, of 48 St. Mark's Road, St. Helier , required for conversion into two one-bedroomed units for use as

States' rental accommodation, for a consideration of £42,000 for the realty, on the basis of each party paying its own legal costs and a six month delay in vacant possession.

Retaining wall beneath Cheval Roc Hotel, Bonne Nuit, St. John .

THE STATES acceded to the request of Deputy Alfred Durell Le Brocq of St. John that the Proposition in connexion with the Petition of Mr. W.F. Philo regarding the financing of the construction of a retaining wall beneath the Cheval Roc Hotel, Bonne Nuit, St. John (P.183/79 – lodged on 11th December, 1979) be considered on 8th December, 1981.

St. Catherine – public toilets.

THE STATES, adopting a Proposition of the Public Works Committee –

  1. approved Drawing No. 6112/2 showing the proposed construction of public toilets at St. Catherine;
  2. authorized the Greffier of the States to sign the said Drawing on behalf of the States.

Fields 881/893, St. Brelade – Mr. and Mrs. Douglas.

THE STATES, adopting a Proposition of Deputy Sir Martin Le Quesne of St. Saviour , rescinded their Act of 2nd June, 1981, requesting the Island Development Committee to reconsider its decision to refuse to allow development in Fields 881/893, St. Brelade , as the circumstances in which that Act was adopted have changed.

Suspension of Standing Order No. 23(5)

THE STATES, adopting a Proposition of the Public Works Committee, suspended Standing Order No. 23(5) in order to allow the President of that Committee to speak a second time, immediately before the reply of the Deputy of St. Martin , to reply to questions raised during the debate on her Proposition to ask the States to rescind that part of their Act of 11th November, 1980 concerning the construction of a reservoir in Queen's Valley.

THE STATES commenced consideration of the Proposition of Deputy Mrs. Helen Baker of St. Martin asking the States to rescind that part of their Act of 11th November, 1980 concerning the construction of a reservoir in Queen's Valley and then adjourned until 18th November, 1981, when the remaining items of Public Business would also be taken into consideration.

The States rose at 6.50 p.m.
