THE STATES assembled on Tuesday, 27th January, 1981 at 10.15 a.m. under the Presidency of the Bailiff , Sir Frank Ereaut.

Death of Sir Norman Stronge, former Speaker of Stormont Parliament, Northern Ireland.

The Bailiff informed the House that a message of condolence would be sent, on behalf of the States, to the family of the late Sir Norman Stronge, former Speaker of the Stormont Parliament in Northern Ireland on the death of Sir Norman and his son James in tragic circumstances.

Guernsey Broadcasting Committee – welcome to President.

The   Bailiff  welcomed  to  the  House  the  President  of  the Guernsey Broadcasting Committee, Deputy Valerie Renouf .

Subordinate legislation tabled.

The following enactment was laid before the States, namely –

Amendment to the Tariff of Harbour and Light Dues. R & O–6897.

Broadcasting Committee – appointment of Connétable of Trinity .

THE STATES appointed Mr. Charles Binet Ahier , Connétable of Trinity , as a member of the Broadcasting Committee in the place of the former Connétable of Trinity , Mr. John Dorey Richardson.

Committee for Postal Administration – appointment of President.

THE STATES, on the proposition of Senator Ralph Vibert , appointed Deputy Jean Amy Le Maistre of St. Helier as President of the Committee for Postal Administration.

Committee for Postal Administration – appointment of Senator B.T. Binnington.

THE STATES appointed Senator Bernard Thomas Binnington as a member of the Committee for Postal Administration in the place of Senator Richard Joseph Shenton.

Matters noted – financial transactions.

THE STATES noted Acts of the Finance and Economics Committee dated 24th September, 19th November and 1st December, 1980, showing that, in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –

  1. the Housing Committee had accepted the lowest of four tenders, namely that submitted by B. & C. Construction Limited in the sum of £1,725,952.40 in a contract period of 85 weeks for the development of Phase 1 of the Gorey Village Development;
  2. the Resources Recovery Board had accepted the lowest of four tenders, namely that submitted by E. Flaherty and Company Limited in the sum of £400,156.29 for the extension of the main sewer to Anne Port and Archirondel;
  1. the Housing Committee had accepted the lowest of six tenders, namely that submitted by Thatcher Limited in the sum of £129,500.00, in a contract period of 42 weeks for 8 one-bedroomed flats at La Grande Pièce, St. Peter .

Draft Criminal Justice (Amendment) (Jersey) Law, 198 .

THE STATES commenced consideration of the draft Criminal Justice (Amendment) (Jersey) Law, 198 (P.134/80 – lodged on 28th October, 1980). After discussion, and on the proposition of the President of the Legislation Committee, further consideration of the draft Law was deferred.

BBC Community Radio Station in Jersey.

THE  STATES,  adopting a Proposition of the Broadcasting Committee, agreed to invite the BBC to establish a Community Radio Station in Jersey to be operational by the end of 1981 and, for this purpose, to allocate to the BBC the medium wavelength frequency granted to the Island until November, 1988.

Commercial Community Radio Station – investigation. Withdrawn.
