THE  STATES  assembled  on Thursday, 28th May, 1981 at 11 a.m. under  the  Presidency  of  the   Bailiff , Sir Frank Ereaut.

General Sir Peter Whiteley, G.C.B., O.B.E., His Excellency The Lieutenant Governor, was present.

All members were present with the exception of –

Sir Robert Marett, Deputy of St. Brelade – out of the Island.

Percy Philip Luce , Deputy of St. Brelade – out of the Island.

The President, having referred to the fact that the States had been convened for the purpose of receiving the Right Honourable William  Whitelaw,  M.P.,  Secretary  of  State  for  the  Home Department, called on Senator Ralph Vibert , O.B.E., the Senior Member of the House, to make a speech of welcome.

The Senator welcomed Mr. Whitelaw who then replied. THE STATES adjourned at 11.25 a.m.
