THE STATES acceded to the request of the Vice-President of the Island Development Committee that the Draft Island Planning (Amendment No. 3) (Jersey) Law, 198 . (P.90/81 – lodged on 18th August, 1981) be considered on 8th December, 1981.

THE STATES acceded to the request of the Connétable of St. Helier that the Draft Midland Bank Trust Corporation (Jersey) Limited (Jersey) Law, 198 . (P.99/81 – lodged on 15th September, 1981 and referred to the Finance and Economics Committee) be considered on 24th November, 1981.
Criminal Justice (Amendment) (Jersey) Law, 1981.
THE STATES, subject to the sanction of Her Most Excellent Majesty in Council, adopted a Law entitled Criminal Justice (Amendment) (Jersey) Law, 1981.
Amendment (No. 5) to Standing Orders relating to certain Transactions in Land.
THE STATES, in pursuance of Article 27 of the States of Jersey Law, 1966, as amended, made Standing Orders entitled Amendment (No. 5) to Standing Orders relating to certain Transactions in Land.
European Convention for the Protection of Human Rights and Fundamental Freedoms.
THE STATES, adopting a Proposition of the Legislation Committee, agreed that the Island should renew its acceptance of Articles 25 and 46 of the European Convention for the Protection of Human Rights and Fundamental Freedoms for a further period of five years.
Public Health Report and Proposition.
THE STATES, adopting a Proposition of the Public Health Committee –
- approved the following amendments to the Public Health Committee's 1977 Report (P.116) regarding the completion Phases of the General Hospital Redevelopment Scheme –
- the omission of the Children's Ward from Phase II and its permanent establishment on the fourth floor of the existing Private Wing;
- the inclusion in Phase II of two floors of private patient accommodation comprising 34 beds, to replace two standard general ward floors, the capital cost to be recovered over a period of time in the daily charge to private patients;
- the existing two Private Ward s to become General Acute Ward s;
- the omission of the proposed Operation Theatre Suite of four theatres from Phase II, the building of two new theatres adjacent to the existing operation theatres and the upgrading of the existing theatres during Phase III of the redevelopment scheme;
- the siting of the Intensive Care and Coronary Care Units in upgraded accommodation in a Surgical Ward or Medical Ward in the main building;
- the completion in shell form' of one standard floor in Phase II to provide for the future development of the Hospital services;
- the revised phasing of the completion Phases as follows –

- approved, in principle, the development of the health care services in the Island for the elderly and the mentally handicapped and mentally ill, as outlined in Sections II and III of the Public Health Committee's Report dated 29th September, 1981;
- approved, in principle, the construction in the grounds at Overdale Hospital of –
- a Day Care Centre;
- a Day Hospital;
- agreed the principle of reviewing the levels of the health service and the means of increasing income.
Establishment Committee Manpower Report.
THE STATES, adopting a Proposition of the Establishment Committee, directed that Committee to report, at the earliest opportunity, details of agreed establishments for every Department and its proposals for future maintenance and updating of, and reporting on, those details.
