The Bailiff , on behalf of Members of the States, welcomed the newly appointed Connétable of St. Martin , Mr. Winter Chevalier de Gruchy, to the Assembly.
Sir Arthur de la Mare, K.C.M.G., K.C.V.O. – welcome.
The Bailiff welcomed Sir Arthur de la Mare, K.C.M.G., K.C.V.O., on his return to the Island to open Trinity School. Sir Arthur had attended the school as a boy, and having continued his education at Victoria College, eventually entering Her Majesty's Diplomatic Service from which distinguished career he was now retired.

Census 1981 – Preliminary Report. R.C.14/81.
The Etat Civil Committee by Act dated 1st October, 1981 presented to the States a Preliminary Report on the 1981 Census.
THE STATES ordered that the said Report be printed and distributed.
Matters noted – financial transactions.
THE STATES noted Acts of the Finance and Economics Committee dated 26th August, 1981 showing that in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –
- the Resources Recovery Board had accepted the lowest of eight tenders, namely that submitted by Inter-Island Construction Company Limited in the sum of £190,868.21 for the construction of an extension of the foul sewer to serve Elizabeth Avenue and La Petite Rouette area, St. Brelade ;
- the Housing Committee had accepted the lowest of ten tenders, namely that submitted by R.B. Gant Limited in the sum of £87,949.11 for the development of 2, 2a, Dorset Street and 60, Great Union Road, St. Helier ;
- the Housing Committee had accepted the lowest of seven tenders, namely that submitted by Charles Le Quesne (1956) Limited in the sum of £227,069.00 in a contract period of 34 weeks for the construction of 7 three- bedroomed dwellings in Dorset Street Mews, St. Helier , part of the Clearview Street/Clairvale Road Redevelopment Scheme.
South Hill, St. Helier – transfer of administration of land.
THE STATES, adopting a Proposition of the Tourism Committee, approved the transfer to the Public Works Committee of the administration of an area of land measuring approximately 13,687 square metres situated at South Hill, St. Helier , and shown hatched Red on Drawing No. 2385B.
Draft Amendment (No. 2) to the Tariff of Harbour and Light Dues.
THE STATES, in pursuance of Article 6 of the Harbour and Light Dues (Jersey) Law, 1947, as amended, approved the draft Amendment (No. 2) to the Tariff of Harbour and Light Dues.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- approved the purchase of "Glenmore", St. Peter , from Mrs. Grace Isobel Douglas, née Temple, widow of George Douglas, for a consideration of £17,500 for the realty, plus legal expenses;
- authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
- authorised the Treasurer of the States to pay the said sum of £17,500 for the realty plus legal expenses from the Vote of Credit granted to the Island Development Committee, Vote No. C.0904, entitled "Acquisition of Land – Major Reserve".
Agriculture (Loans) (Amendment No. 3) (Jersey) Regulations, 1981.
THE STATES, in pursuance of Article 2 of the Agriculture (Loans and Guarantees) (Jersey) Law, 1974, made Regulations entitled the Agriculture (Loans) (Amendment No. 3) (Jersey) Regulations, 1981.
