The Defence Committee by Act dated 6th May, 1982, presented to the States a Report on the administration of the States of Jersey Fire Service for the year ended 31st December, 1981.

THE STATES noted an Act of the Finance and Economics Committee, dated 5th May, 1982, showing that in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved as recommended by the Tourism Committee, the leasing to Mr. Robert William de'Val of the site of Café Casino, Grève de Lecq, St. Ouen , for a term of three years, nine months, with effect from 25th March, 1982, at an annual rent of £1,000.

THE STATES acceded to the request of the President of the Harbours and Airport Committee that the Proposition relating to land at La Collette: transfer of administration (P.49/82 – lodged on 27th April, 1982) be considered on 25th May, 1982.

THE STATES noted that the Island Development Committee had withdrawn the Proposition relating to rezoning of land for residential development (P.112/81 – lodged on 29th September, 1981).
Secondary Education – Premises. Deferred Supply. P.50/82.
THE STATES acceded to the request of the President of the Education Committee that the Proposition relating to the grant of a Supplementary vote of credit under the heading "Secondary Education – premises", deferred supply (P.50/82 – lodged on 27th April, 1982) be considered at the present Sitting.
Industrial Relations Advisory Service. Statement.
The President of the Industrial Relations Committee made a statement in the following terms –
"My Committee wishes to bring the House up to date in relation to the Industrial Relations Advisory Service.
In the short term, the Committee has been able to obtain the services of Mr. D.L.G. Pamplin, a former Industrial Relations Advisory Officer on a temporary basis so that this important Service can be maintained. The Service has been resumed with effect from 4th May, 1982 and my Committee is grateful to Mr. Pamplin for his co-operation in this matter.
With regard to the future, the Committee is taking the necessary steps to make another appointment. Applications have in the first instance been invited from within the Island. We envisage that we shall continue with the previous rôle which covered the four broad areas of the Committee's responsibilities as follows –
- collective conciliation where the parties are at odds but where arbitration is not called for;
- full scale industrial disputes requiring statutory rules for arbitration;
- information and advisory services available to all sections of industry; and
- individual conciliation where an employer or employee feels aggrieved by an action of the other party and seeks a remedy.
The job description which has been approved by the Committee clearly reflects those responsibilities and there should be no risk of misunderstanding as to the rôle intended.
I shall inform the House of the details as soon as we have been able to make an appointment."
National Westminster Jersey Trust Company Limited (Jersey) Law, 1980 (Appointed Day) Act, 1982.
THE STATES approved the National Westminster Jersey Trust Company Limited (Jersey) Law, 1980 (Appointed Day) Act, 1982.
Act with regard to the provision of expenses for elected Members of the States.
Whereas it is desirable to reimburse elected Members of the States for expenses such as telephone, postage and transport, incurred in consequence of States membership;
THE STATES have resolved as follows:–
- The Treasurer of the States shall pay to each Senator, Connétable and Deputy the sum of four hundred pounds in respect of personal expenses for each full calendar year, the said sum to be paid by quarterly instalments in advance.
- The Act, dated 5th October, 1976, with regard to the provision of expenses for elected Members of the States, is hereby rescinded.
- This Act shall be deemed to have come into force on the first day of January, 1982.
Anne Port, St. Martin : lease of sub-station site to the Jersey Electricity Company Limited.
THE STATES, adopting a Proposition of the Resources Recovery Board –
- approved the leasing to the Jersey Electricity Company Limited of a site for an electricity sub-station at Anne Port, St. Martin to provide power for the Board's Pumping Station at Anne Port, the said pumping station and sub-station being "dans un seul et même bâtiment" as shown coloured red on Drawing No. ES.641 and measuring approximately 13 square metres, for a period of 99 years from 1st April, 1982 for the sum of £1.00 a year payable in one sum ten days after passing contract;
- authorised the Attorney General and the Greffier of the States to pass the necessary contract with the Jersey Electricity Company Limited;
- authorised the Treasurer of the States to receive the sum of money as it becomes due.
Bellozanne Valley, St. Helier : lease of sub-station site to the Jersey Electricity Company Limited.
THE STATES, adopting a Proposition of the Resources Recovery Board –
- approved the leasing to the Jersey Electricity Company Limited of a site for an electricity sub-station at the new Scrap Yard, Bellozanne Valley, St. Helier , as shown coloured red on Drawing No. G976C and measuring approximately 9 square metres, for a period of 99 years for the sum of £1.00 a year payable in one sum ten days after passing contract;
- authorised the Attorney General and the Greffier of the States to pass the necessary contract with the Jersey Electricity Company Limited;
- authorised the Treasurer of the States to receive the sum of money as it becomes due.
St. Mary 's House, Roussel Street: transfer of administration.
THE STATES, adopting a Proposition of the Island Development Committee approved the transfer of administration from that Committee to the Housing Committee of St. Mary 's House, Roussel Street, St. Helier occupying a site of 1.73 vergées to be used for housing purposes.
Development at Field 1007 – Mr. D.R. Manning.
THE STATES, adopting a Proposition of Deputy Richard Francis O'Connor of St. Clement , informed the Island Development Committee that the States would support a decision by the Committee to approve an application by Mr. D.R. Manning for permission to build a house, garage and agricultural implement store in Field 1007, St. John .
