THE STATES acceded to the request of Deputy Donald George Filleul of St. Helier that the Proposition regarding a review of States financial policy (lodged on 5th October, 1982) be taken into consideration on 2nd November, 1982.
Cyril Le Marquand House. Questions and answers.
Deputy Graham Douglas Thorne of St. Brelade asked Deputy Donald George Filleul of St. Helier , President of the Public Works Committee, the following questions –
"With regard to Cyril Le Marquand House, will the President be good enough to inform the States as follows –
- What was the total cost of professional fees?
- The names of all professional firms and companies and what were the amounts of their individual fees?
- Was there an estimate originally provided of the cost of professional fees?
- By how much had this amount been exceeded, not including inflation; and, if so, by what percentage?
- What percentage of the total building cost of Cyril Le Marquand House is represented by the professional fees?"
The President of the Public Works Committee replied as follows –
"1. Fees up to the abandonment, on 1st January, 1976, of the
first scheme at the Parade site were £103,196. The fees due on the current contract for the actual job completed are estimated at £402,024.
The total of these two figures is £505,220. Ancillary fees not directly connected with the construction but incurred during discussions as to occupancy and usage amounted to £29,915 thus the total of all professional fees is £535,135.
It is considered reasonable in the context of these questions to consider fees directly related to the construction of the building and accordingly the figure of £505,220 is being taken, for percentage calculation purposes, as the total cost of professional fees on the contract.

- An estimate of consultants' fees payable on the project in accordance with customary scales was provided by the contract architect to the States' Treasurer on 12th October, 1978. At that time it was thought that including the abandoned project the fees total would be £410,196.
- £11,994, which is an increase of 3.9% on the original estimate.
- There are two answers to this question; the professional fee of £505,220 incurred on the overall cost of the project from 1976 of £4,116,226 is 12.27%. The total building cost of the job which was started in 1978 and finished in 1982 is likely to be £4,013,030 and the professional fee of £402,024 represents 10% of this figure."

Reciprocal Agreement with Portugal – amendment.
THE STATES, adopting a Proposition of the Social Security Committee, requested the Bailiff to inform the Secretary of State that it is the wish of the Assembly that the Convention on Social Security Between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Portugal, which applies to Jersey, be amended by inserting after paragraph (1) of Article 11 the following paragraph –
"(1A) Where a woman is confined on or after 4th July, 1982 in Great Britain, Northern Ireland or the Isle of Man (other than a woman who is treated as having been confined there by virtue of Article 12(1)), periods during which she was pregnant in the territory of Portugal shall be treated for the purpose of a claim by her for maternity grant under the legislation of the Party in whose territory the confinement occurred as if they were periods during which she was present in that territory."

THE STATES, adopting a Proposition of the Housing Committee –
- approved the purchase of the site of No. 2 Sydenham Villas, Common Lane, St. Helier , from B.R. Druce Limited, shown coloured red on Drawing No. 1/H/102 for a consideration of £30,000 for the realty and £2,419 for demolition costs;
- approved Drawing No. 1265-3 showing the redevelopment of No. 2 Sydenham Villas, Common Lane, St. Helier , to provide six one-bedroomed flats;
- agreed that a "design and build" contract should be entered into with B.R. Druce Limited to undertake the redevelopment of No. 2 Sydenham Villas, Common Lane, St. Helier for a fixed price of £154,725.55 with completion in a contract period of 39 weeks;
- authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
- authorised the Greffier of the States to sign the said Drawings on behalf of the States;
- authorised the Treasurer of the States to pay the said sums out of the Vote of Credit granted to the Committee under the heading "Purchase, Rehabilitation and Building of Dwellings" (Vote No. C.1103).
