Birth of a son to The Prince and Princess of Wales. Addresses.

THE STATES unanimously adopted a Proposition of Senator John  Le Marquand,  that  the  following  message  be  sent  to  Her Majesty, Queen Elizabeth the Second and to His Royal Highness, The Prince Philip, Duke of Edinburgh –

"MAY IT PLEASE YOUR MAJESTY

We the States of Jersey today assembled, on behalf of the People of this Island and on our own behalf, beg leave to offer to Your Majesty and to His Royal Highness The Prince Philip, Duke of  Edinburgh,  our  loyal and affectionate congratulations on the occasion of the birth of Your Royal Grandson.

We pray that the Blessing of Almighty God may rest upon him and that his life may be long, happy and prosperous.

We take advantage of this auspicious occasion to renew to Your Majesty the assurance of our loyalty and devotion to Your Majesty's Throne and Person."

THE STATES unanimously adopted a Proposition of Senator John Le Marquand, that the following message be sent to Their Royal Highnesses The Prince and Princess of Wales –

"MAY IT PLEASE YOUR ROYAL HIGHNESSES

We the States of Jersey today assembled, on behalf of the People of this Island and on our own behalf, beg leave to offer our affectionate congratulations to Your Royal Highnesses on the birth of your first child, and pray that the Blessing of Almighty God may rest upon the Infant Prince and that his life may be long, happy and prosperous."

The following enactments were laid before the States, namely –

  1. Civil Service Administration (Travelling Allowances) (Jersey) Rules, 1950 (Amendment No. 9) (Jersey) Order, 1982. R & O 7057.
  2. Public Finances (General) (Amendment No. 10) (Jersey) Rules, 1982. R & O 7059.

Contingencies vote of credit – Public Health Committee.

THE STATES noted an Act of the Finance and Economics Committee dated 16th June, 1982, informing the House that it has made available out of its Contingencies vote of credit the sum of £100,000 to be donated to the Wessex Body Scanner Appeal.

Matters noted – land transaction.

THE STATES noted an Act of the Finance and Economics Committee dated 16th June, 1982, showing that, in pursuance of Standing Orders relating to certain transactions in land, the Committee had approved –

as recommended by the Public Works Committee the cession free of charge by the undermentioned persons of areas of land required in  connexion  with  road  improvements  at   Grouville  Hill  near St. Joseph's Roman Catholic Church, subject to the payment by that Committee of the legal fees involved –

Matters noted – financial transactions.

THE  STATES  noted  Acts  of  the  Finance  and  Economics Committee dated 16th June, 1982, showing that, in pursuance of Rule 5 of the Public Finances (General) (Jersey) Rules, 1967, as amended, the Committee had noted that –

  1. the Housing Committee had accepted the lowest of nine tenders namely that submitted by R. Stead Contractors Limited in the sum of £28,315 in a contract period of 15 weeks for the redevelopment of 10, Dorset Street, St. Helier ;
  2. the Housing Committee had accepted the lowest of seven tenders namely that submitted by Charles Le Quesne (1956) Limited in the sum of £179,997 in a contract period of 24 weeks for the development of Ann Place Mews, St. Helier .

Matters lodged.

The following subjects were lodged "au Greffe" –

  1. Draft Restriction on Smoking (Public Transport) (Jersey) Regulations, 198 . P.85/82.

THE STATES decided to take the above-mentioned subjects into consideration on 27th July, 1982.

THE STATES decided to take the above-mentioned subjects into consideration on 29th June, 1982.

Lease of office and warehouse accommodation to British Airways. P.42/82.

THE STATES acceded to the request of the President of the Harbours and Airport Committee that the Proposition relating to the lease of office and warehouse accommodation to British Airways (P.42/82 – lodged on 30th March, 1982) be considered at the present Sitting.

Appointments to the Agricultural Loans and Guarantees Advisory Board.

THE STATES, adopting a Proposition of the Agriculture and Fisheries Committee –

  1. approved the re-appointment of Mr. Philip Rolfe Daubeney as Chairman of the Agricultural Loans and Guarantees Advisory Board;
  2. approved the re-appointment of Mr. Terry Hall iday Millar as Vice-Chairman of the Agricultural Loans and Guarantees Advisory Board;
  3. approved the re-appointment of Mr. Mervyn Renouf Billot as a Member of the Agricultural Loans and Guarantees Advisory Board.

Falkland Islands.

THE STATES, adopting a Proposition of the Finance and Economics Committee, requested the Bailiff to convey to H.M. Government the offer of the sum of £5m. towards the expenses involved in the recovery and re-establishment of the Falkland Islands and directed that Committee, if the offer were accepted, to make the necessary financial provision.

Regulation of Undertakings and Development (Amendment) (Jersey) Regulations, 1982.

THE STATES, in pursuance of Article 2 of the Regulation of Undertakings and Development (Jersey) Law, 1973, as amended, made Regulations entitled Regulation of Undertakings and Development (Amendment) (Jersey) Regulations, 1982.

Electrical Interconnexion with France.

THE STATES, adopting a Proposition of the Finance and Economics Committee, referred to their Act dated 23rd June, 1981, and confirmed their approval of an electrical interconnexion between The Jersey Electricity Company Limited and Électricité de France.

Deputy Jack Roche of St. Saviour , having declared an interest in the matter, withdrew from the Chamber.

Works Progress and Capital Estimates of the Resources Recovery Board for 1983.

THE STATES, adopting a Proposition of the Resources Recovery Board, approved in principle –

  1. the continuation of the repair, relining and reconstruction of defective or inadequate sewers in accordance with priorities to be determined from a continuing review of the system of sewers;
  2. the extension of the system of main sewers to serve the following areas –
  1. La Pulente, St. Brelade ;
  2. Bon Air Lane, St. Saviour ;
  3. Trinity – Phase 1;
  1. the construction of surface water drainage improvement works under the heading "Surface Water Drainage – Miscellaneous Improvements";
  2. the refurbishing of the existing Solid Wastes Sorting Building at La Collette for an Animal Waste Freezing Facility;
  1. the construction of additional Sewage Sludge Treatment facilities at the Sewage Treatment Works, Bellozanne;
  2. the acquisition of Computing Equipment for use in the investigation, design, construction and operation of engineering works.

Extension of Office Accommodation at Tourism Department.

THE STATES, adopting a Proposition of the Tourism Committee, approved, in principle, the proposals of that Committee to extend the existing office accommodation at the Tourism Department.

Lease of office and warehouse accommodation to British Airways.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –

  1. approved the lease to British Airways of office and warehouse accommodation in the Freight Terminal Building at the Airport for a further period of three years, with effect from 1st April, 1981, at an annual rent of £8,891, being 575 square feet of office accommodation at an annual rate of £4 a square foot, and 3,745 square feet of warehouse accommodation at an annual rate of £1.76 a square foot;
  2. authorised the Greffier of the States to sign the necessary agreement;
  3. authorised the Treasurer of the States to receive the rent as it became due.

THE STATES then adjourned until 29th June, 1982, when the remaining items of public business would be taken into consideration.
