Prison Board Report 1981. R.C.13/82.

The Prison Board by Act dated 19th April, 1982 presented to the States the Report of the Board for 1981.

States of Jersey Police Force Report 1981.

The  Defence  Committee  by  Act  dated  22nd  April,  1982 presented to the States a Report on the States of Jersey Police Force for 1981.

Matters noted – land transactions.

THE  STATES  noted  Acts  of  the  Finance  and  Economics Committee dated 21st April, 1982, showing that in pursuance of Standing  Orders  relating  to  certain  transactions  in  land  the Committee had approved –

  1. as recommended by the Housing Committee, the cession to Mrs. Violet Florence May Watts, née Bertram, of one half of the party wall on the south of 20 Dorset Street, St. Helier , the granting to Mrs. Watts of a vehicular right of way 8 feet in width from Windsor Road through Caesarea Court to 20 Dorset Street, St. Helier , the granting to Mrs. Watts of the right to make an opening not exceeding 14 feet in width in the wall on the southern boundary of her property alongside Caesarea Court and to install an up and over door in this opening provided that such door did not protrude beyond the southern face of the southern wall of 20 Dorset Street, St. Helier , for the payment in the sum of £500 to the Committee by way of consideration;
  2. as recommended by the Housing Committee, the grant to W.B. Properties Ltd. of an easement to ratify the establishment of a window, glazed with opaque glass, in the rear wall of the property 29 Poonah Road, St. Helier , which window overlooked the Committee's property, Hampshire Gardens, St. Helier ;
  3. as recommended by the Education Committee the grant to Mr. Russel Brian and Mrs. Philomena Rita Mary Theresa Evans, née O'Connor, of 4 Belgreve Terrace, Dicq Road, St. Saviour , of the right to retain, maintain and replace as necessary, mains water pipes serving their property, routes, through the private land bought by the States as part of the property "Mandalay", subject to Mr. and Mrs. Evans paying the cost of all legal fees involved;
  4. as recommended by the Public Works Committee, the renewal of the lease to Mr. James Webster of the bunker at Bouley Bay for a period of nine years commencing 25th December, 1981, at an annual rent of £125 with rent reviews every three years;
  5. as recommended by the Public Works Committee, the leasing to the undermentioned persons for the years 1982 and 1983/84 of the land for car parking and an ice-cream concession at L'Etacq, St. Ouen .

Cable link with France. Question and answer.

Senator John Philip de Carteret asked the President of the Finance and Economics Committee the following question –

"Can  the  President  inform  the  House  of  the  reasons which are causing the long delay in completing the enquiry by Merz  and  McLellan  into  the  proposed  cable  link  between Jersey  and  the  French  mainland  by  the  Jersey  Electricity Company Limited."

The Vice-President of the Finance and Economics Committee replied as follows –

"The enquiry has been delayed first by the unexpected time taken to complete necessary marine survey work, and more  recently  by  a  change  in  the  maximum  power  supply guaranteed  by  Électricité  de  France  which  necessitated  a further referral to the Consultants.

It is, however, expected that the report of the Consultants and of the Committee will be before the States by the end of May."

Employers' Guide to the recruitment of school-leavers. Question and answer.

Deputy Hendricus Adolphus Vandervliet of St. Lawrence asked the President of the Education Committee the following question –

"Will the President consider withdrawing the present Employers' Guide to the Recruitment of school-leavers and replacing it with one produced in consultation with parents and VIth Formers?"

The Vice-President of the Education Committee replied as follows –

"I am always ready to consider ways of improving the service which my Committee and Department offer to the public. The Guide in question is the one which members of this House received last October as part of the Information Pack' which was provided at the time the Education Committee's Policy Report was discussed.

A version of the Guide, updated as necessary, has been in circulation since 1976 when it was prepared in consultation with representatives of employers, headteachers and careers staff. In the six years of its publication it has never received adverse comment – the reverse in fact – as it has been welcomed by employers, the staff responsible for recruitment and training, parents and teachers.

The questioner and I have recently exchanged correspondence about the Guide, as he was concerned that a poor record of work or behaviour in school should not be given too much emphasis when a school-leaver applied for a job then or later.

I can re-assure the questioner and this House that the Heads of Schools and Careers staff want to present the positive personal qualities of their pupils, particularly where the employer does not also require the boy or girl to have nationally recognised academic qualifications.

If the Deputy will let me have specific instances where the invitation to obtain additional information from the list of such  character  traits  as  Attendance,  Dependability,  Health and  Honesty'  has  led  to  abuse  of  the  offer,  I  will  gladly investigate the cases which he believes are causing concern to parents and VIth Formers."

Patents  (Amendment)  (Jersey)  Law,  1981  (Commencement) Act, 1982.

THE STATES, in exercise of the powers conferred upon them by  Article 10  of  the  Patents  (Amendment)  (Jersey)  Law,  1981, made an Act entitled the Patents (Amendment) (Jersey) Law, 1981 (Commencement) Act, 1982.

THE STATES deferred consideration of the request of the Education Committee for a supplementary vote of credit in the sum of £150,000 for Secondary Education – Premises (2603).

The Proposition relative thereto was lodged "au Greffe" by William John Morvan, Connétable of St. Lawrence .

Pathological Laboratory Staff. Deferred Supply.

THE STATES deferred consideration of the request of the Public Health Committee for a supplementary vote of credit in the sum of £25,500 for Pathological Laboratory staff (3411).

The Proposition relative thereto was lodged "au Greffe" by the Finance and Economics Committee.

Parish Relief: transfer of responsibility for payment.

THE STATES commenced consideration of a Proposition of Deputy Richard Francis O'Connor of St. Clement regarding the transfer of responsibility for payment of Parish relief (P.23/82 – lodged on 2nd March, 1982). After some discussion Deputy O'Connor withdrew his Proposition.

Suspension of Standing Order No. 18.

THE STATES, adopting a Proposition of Deputy Richard Francis O'Connor of St. Clement , agreed to suspend Standing Order No. 18 in order to allow a revised Proposition requesting the preparation of a report on the payment of Parish relief to be considered at the present Sitting.

Parish Relief: report.

THE STATES, adopting a Proposition of Deputy Richard Francis O'Connor of St. Clement , requested the Committee of Connétable s to prepare a report for the States on the desirability or otherwise of introducing legislation designed to amend further the Poor Law Amendment (Jersey) Law, 1953, so that the requirement to assist persons in need and the dependants of such persons will devolve on the Parish in which the mother of such a person was ordinarily resident at the time of the birth of that person.

Social Security: Reciprocal Agreement with Cyprus.

THE STATES, adopting a Proposition of the Social Security Committee, requested the Bailiff to inform the Secretary of State that it is the wish of the Assembly that the revised Convention on Social Security between the United Kingdom of Great Britain and Northern Ireland and the Government of the Republic of Cyprus should apply to Jersey.

Dutch Elm Disease (Jersey) Order, 1974: proposed revocation.

THE STATES acceded to the request of Deputy Hendricus Adolphus Vandervliet of St. Lawrence that consideration of his Proposition proposing the revocation of the Dutch Elm Disease (Jersey) Order, 1974 (P.31/82 – lodged on 9th March, 1982), be deferred from the present Sitting to the first item under Public Business at the next Sitting.

Storage of felled Elm timber.

THE STATES acceded to the request of Deputy Sir Martin Le Quesne of St. Saviour that consideration of his Proposition regarding the storage of felled elm timber (P.39/82 – lodged on 16th March, 1982) be deferred from the present Sitting to the second item under Public Business at the next Sitting.

Ann Place Mews, St. Helier .

THE STATES, adopting a Proposition of the Housing Committee –

  1. approved Drawings Nos. 2724/2 and 2724/3 showing the redevelopment of Ann Place Mews, St. Helier , to provide eight one-bedroomed houses;
  2. authorised the Greffier of the States to sign the said Drawings on behalf of the States.

Jersey Council for Safety and Health at Work: appointment of Chairman.

THE STATES, adopting a Proposition of the Social Security Committee, approved the appointment of Dr. Anthony David Williams as Chairman of the Jersey Council for Safety and Health at Work for three years from 1st June, 1982.

Hue Court: land between Old Street and Union Street, St. Helier .

THE STATES, adopting a Proposition of the Housing Committee, approved the transfer of administration of the triangular area of land, measuring approximately 517 square metres, adjacent to Hue Court and lying between Old Street and Union Street, St. Helier , as outlined in red on Drawing No. DS76.01 from that Committee to the Public Works Committee.
