Agricultural Statistics 1981.
The Agriculture and Fisheries Committee by Act dated 5th May, 1982 presented to the States the Agricultural Statistics for 1981.
THE STATES ordered that the said Statistics be printed and distributed.
Draft Road Traffic (No. 24) (Jersey) Regulations, 198 . (P.43/82).
THE STATES acceded to the request of the President of the Public Works Committee that the draft Road Traffic (No. 24) (Jersey) Regulations, 198 (P.43/82 – lodged 6th April, 1982) be considered on 27th July, 1982.
Redevelopment of buildings damaged or destroyed by fire. Questions and answers.
Deputy Richard Francis O'Connor of St. Clement asked Deputy Norman Stuart Le Brocq of St. Helier , President of the Island Development Committee, the following questions –

"1. Will the President inform the House of the Island
Development Committee's general policy in respect of the redevelopment of buildings damaged or destroyed by fire?
- Is the policy dependent on the length of time which has elapsed since the fire?
- If the answer to question 2 is yes, will the President inform the House what length of time would affect the general policy and the provisions of the Law which allow the Committee to take such matters into consideration?"
The President of the Island Development Committee replied as follows –
"1. The policy of the Island Development Committee
regarding the redevelopment of buildings damaged or destroyed by fire is based largely on Building Bye-Law 2, which calls for an application for redevelopment to be made in those cases where the building has been burnt down to within ten feet of the ground. In such cases the normal powers of the Committee to consent or refuse apply.
In practice, the policy adopted within this legal position is to help anyone unfortunate enough to sustain fire damage by all possible means.
2. No. It is the state of the building which is the determining factor, and not the timescale.
However, I believe that Deputy O'Connor's questions relate to the property known as Millbrook Vale Chalet, Waterworks Valley, which was damaged by fire in 1968 and largely destroyed by fire in 1975, and the redevelopment of which was recently refused by my Committee.
This refusal was not based on the burning of the building but on its abandonment as a dwelling, particularly as it lies in the Green Zone. It is well established in planning practice that a building that has been abandoned does not carry a right to redevelopment but is merely one factor in the determining of any application for redevelopment of that site."

THE STATES deferred consideration of the request of the Industrial Relations Committee for a supplementary vote of credit in the sum of £4,200 for Establishment (6305).
The Proposition relative thereto was lodged "au Greffe" by Senator Richard Joseph Shenton. The States decided to take this subject into consideration on 27th July, 1982.
Advisory Training Council: continuation of assisted training scheme.
THE STATES, adopting a Proposition of the Education Committee, agreed to continue the Assisted Training Scheme to enable local employers to create a further additional 15 apprenticeships or other traineeships leading to a recognised craft or trade qualification to be allocated in 1982.
Costs of higher education in the United Kingdom: proposed increase in contribution.
THE STATES, adopting a Proposition of the Education Committee, approved the agreement reached with the Home Office and the Department of Education and Science in respect of the requirement for Jersey to make an increased contribution towards the costs of its students receiving Higher Education in the United Kingdom.
Costs of higher education in the United Kingdom: redesignation of vote.
THE STATES, adopting a Proposition of the Education Committee, redesignated the Education Committee Vote No. 2857 – "Annual Payment to the Department of Education and Science for Teacher Training", as "Annual Payment to Department of Education and Science for Teacher Training and Students in Higher Education in the United Kingdom".
Juvenile Unemployment.
THE STATES, adopting a Proposition of the Education Committee –
- approved the extension of the existing Job Opportunity and Community Service Schemes from 1st October, 1982, until 30th April, 1983;
- approved the establishment of new Job Opportunity and Community Service Schemes to run from 1st October, 1982 until 30th April, 1983;
- approved the establishment of a Youth Employment Scheme to run for a maximum period of 26 weeks between November, 1982 and April, 1983;
- approved the establishment of a Preparation for Employment Course.
Highlands College Development: 1983-88.
THE STATES, adopting a Proposition of the Education Committee, approved in principle the development programme for Highlands College for the period 1983 to 1988.

THE STATES, adopting a Proposition of the Defence Committee, approved in principle the provision of a new heating system for Police Headquarters, the Police Annexe and Fire Service Headquarters.
Suspension of Standing Order No. 18.
THE STATES, adopting a Proposition of the Harbours and Airport Committee, suspended Standing Order No. 18 in order to allow the Proposition of that Committee regarding the purchase from the Crown of the freehold of the foreshore at La Collette Land Reclamation area to be considered at today's Sitting.

THE STATES, adopting a Proposition of the Harbours and Airport Committee –
- referred to their Act dated 27th April, 1982 approving a request for a Supplementary Vote of Credit in the sum of £130,000 for the purchase from the Crown of the freehold of the foreshore at the La Collette Land Reclamation area;
- approved the purchase from the Crown of the freehold of the foreshore at the La Collette Land Reclamation area, measuring 122 vergées 7 perch and 2 vergées 8 perch, as shown Red on Drawing No. MS.102, for a consideration of £130,000;
- authorised the Attorney General and the Greffier of the States to pass the necessary contract in the matter;
- authorised the Treasurer of the States to pay the requisite sum out of the Vote of Credit granted to the Committee under the heading "La Collette Reclamation Scheme" (C.1400).
